This is not actually a painting! It's a photomanip, or a paint-over, whatever you want to call it, using a lot of painting techniques - i.e., you're not going to get results this good without knowing a lot about painting.
I recently bought a book of tutorials on Painter, and this one showed how to use cloning and glazing techniques to create an oil-style portrait out of a photograph. Stay tuned as I'm about to post a walkthrough! It won't have the details of what I did, though, because you should really buy this book if you're serious about learning some nifty techniques. It's The Complete Guide to Digital Painting, a collection of tutorials from the Corel Painter magazine.

It's really beautiful... I have seen this on my oil painting keyword search... It's quite sad though that this isn't really the traditional art I was expecting. But it's really beautiful... Being done in Painter, with a hand of a good digital artist. It's as rich and stunning as da Vinci's works...
